INTERNATIONAL TAXATION : Where Assessing Officer held assessee-in-default for not deducting TDS on payment made to a non-resident towards import of certain commodities, since assessee had furnished various documents to demonstrate that non-resident did not have any regular agent in India and it was exporting through broker who was general commission agent having independent status, no TDS was to be deducted on payments and, thus, assessee could not be held in default
